Marion City Council discusses Ordinance 17-18 one more time

The Marion City Council held its regular meeting on October 5, 2017 at 5:30 p.m. with all members present.

Two resolutions set the date of October 19 for public hearings, one regarding approval of a renewal contract with U.S. Cellular for its lease of the tower at Fire Station Number 1, and one pertaining to approval of a new contract with Verizon for a lease to use the property and tower at Fire Station Number 1.

Other public hearings will be held with regard to storm water utility fees and a number of Urban Renewal Plan Amendments for these urban renewal areas: Central Corridor, Collins Road Extension, 29th Avenue, Highway 13 North, West Tower Terrace Road, and Winslow Road.

Among equipment purchases were a tractor from Kromminga ($81,500) and 18 mobile computers, 16 docking stations and 14 wireless routers from CDW-G ($81,904.60).

Resolutions also were approved accepting Prairie Trail Second Addition to the city and Echo Ridge Second Addition.

The rules were suspended and three resolutions were adopted. They pertain to access fees for the 2015 Winslow Road Realignment project, access fees for the Tower Terrace Road Phase V, and establishing the speed limit from 35th Street to Highway 13 as 35 miles per hour.

A public hearing was followed by initial consideration of rezoning property north of Highway 100 on either side of 44th Street from undesignated to A-1, Rural Restricted. The first reading was unanimously approved.

Property was purchased in the amount of $253,500 from Maryann and Richard Armstrong for the Tower Terrace Road project.

The controversial Ordinance 17-18 was reconsidered. The ordinance removes the original paragraph of Ordinance 13-14 on limitation of hours and inserts a new paragraph to extend the hours of operation for businesses just south of Tower Terrace Road and west of ESCO Company. A roll call vote resulted in the final reading of Ordinance 17-18 passing, with yeas from Council Members Draper, Etzel, Spinks, Nicholson and Mayor AbouAssaly. Council Members Brandt and Pazour voted against the ordinance.
